E 'news these days that the Government is drafting a new decree that will regulate the future to support the Energy Bill Renewable Energy Sources, the new expectations are different, including the review of the economic and funded.
APER (Association of Producers of Energy from Renewable Sources) has already entered in action, commenting on the drafts of the new decree, by just analyzing the content and new proposed corrective action. Although the overall approach of the last version of the Decree on the Energy Bill is considered a positive future, the Association has specifically highlighted the points we need them to be modified to protect the orderly development of this technology and the industrial sector to opposite direction:
- is not acceptable, a decrease of the annual incentive rates above 4% a year, a reassessment of rates has taken full account of the sharp drop in the price of photovoltaic modules in 2009 determined not only by the general economic crisis, the collapse Top international photovoltaic market (Spain), a substantial increase in size of production facilities, by optimizing the silicon technology and not being predictable in the medium term a substantial change in prices where the margins are currently depressed by excess supply, it is considered that a price cap of 4% to more than adequately represent the dynamics of market expectations.
- the transitional period incentive rate between 2010 and 2011 introduced in the draft order provides for strong cuts trope, Aper reiterates the need to provide an incentive system that supports the growth of the market and its industrial sector. However, we note that in the decree have been included excessive cuts to tariffs likely to jeopardize the development of the sector as a whole and those to be firmly seated in the regions of Central and Northern Italy.
- to be reintroduced the bonus (10%) to replace asbestos / asbestos;
- should be restored adequate incentive for canopies and shelters (same rate for approved facilities on buildings), is required to pergolas, sheds and porches to enjoy the tariff "building", subject to compliance with specific guidelines that govern the main design features. The Association believes that these applications, while being a virtuoso combination of photovoltaic and "street furniture" would be heavily penalized if they were to enjoy lower rates than for those installations on buildings because they are intrinsically equivalent costs se non superiori agli impianti che vengono realizzati su immobili
- vanno eliminate le limitazioni all'appplicabilità Award for energy efficiency, unlike the provisions in the current Energy Bill, the new decree will enjoy the premium for energy efficiency interventions made solely on the building envelope, therefore no longer be eligible for assistance more often as the efficient technological systems. The Association stresses the opportunity to return to the current wording which is considered the most appropriate in the light of Community objectives, of the 20% reduction in consumption. According
Aper, incorporation of these changes was considered vital to maintain a healthy sector, equal importance should be given to the timing of approval and adoption. It would be a mistake to postpone any decision until after the regional elections. The approach of the elections could cause a postponement of the adoption of this measure as well as national guidelines on the unique process for permits.
